Budget 2026: Individuals residing outside India will be permitted to invest in listed companies, FM Sitharaman announces

As part of proposals for the finance sector under the Union Budget 2026, Union Finance Minister Nirmala Sitharaman on Sunday (February 1, 2026) announced that individual persons residing outside India (PROI) will be permitted equity investments in listed Indian companies through a portfolio investment scheme.

She also proposed that investment limit for PROIs will be increased from 5% to 10%.

Ms. Sitharaman is presenting her ninth Budget in the Parliament today (February 1, 2026). This is the first time in the history of India that the Union Budget is being presented on a Sunday.

The finance minister also proposed making framework with suitable access to funds and derivatives on corporate bond indices. The government will continue to focus on developing infrastructure in cities with over 5 lakh population, she added.

There are about 35.4 million Overseas Indians (people of Indian origin); 15.8 million of them are Indian citizens, and 19.6 million are persons of Indian origin.

Under the Representation of the People (Amendment) Act, 2010, Indian citizens living abroad can enrol and exercise their franchise in their place of residence in India as mentioned in their passport.
